Detroit's buses were like that 50 years ago. I lived in Highland Park (totally surrounded by Detroit) so I could take both Detroit and suburban buses on Woodward. The suburban buses were swank, but didn't run very often. They would pick up riders downtown, but wouldn't let them off anywhere within the city limits.
In Lansing we have a regional bus service, but one suburb chose not to participate. A bus to or from that suburb costs twice as much, and they have limited service. It's still hard to get buses from neighboring counties, however.
