The key is the nature of the bend, especially radial bends. Hard local bends cannot be resolved by the spokes, either because they're within the space between spokes, or they require excessive force to flex back home. These need to be straightened back close to target by brute force bending (cold-setting for the queasy) then brought the rest of the way via the spokes.

The easy rule, spokes can flex a rim true, but they cannot bend a rim.
