It depends on the shop. There's a shop here in town who only hires techs who have gone through some sort of schooling (like Barnett's), yet I got a job at the old shop where I worked a few years ago by walking in to buy something and the owner said something along the lines of "Do you know how to install a headset? Tools are over there. Get it done".
