You're sure they need to be cleaned - a bolt with some anti-sieze on it won't thread in? Really just curious - I'm not an expert on powder coat and don't know how thick it might be. But a tap seems perhaps rather drastic and I wouldn't do it unless necessary.
This worries me, there is no way to clear out the power coat as screw goes in - I'm too afraid of binding/galling the threads up to try.
