That is the traditional location used by Peugeot during this era for a Reynolds decal. At this time, there weren't using anything but Reynolds and hi-tensile and the latter decal was long and thin. Given the other attributes of the frame, the statement is justified, though I'd still be taking my calipers, just to make sure.
