The one image leave quite a bit to wonder about. Small chance it has tubulars. Note the rack mounts on the front of the fork legs. There are some minor items too, the brake cables may be a bit short, but the stem is most probably too high, so it might adjust out.
The bike has pretty slack angles, good for poor roads but the tires and rims may not be.
The component specification is at the lower end of an "interested rider" bike. Good chance the seat will not be very comfortable.
Compared to Southern California, it seems expensive.
Missing parts of the equation are is it being sold by a retail bike shop? who can provide service and possibly switch out parts for you such as the saddle if you find it uncomfortable?
The type of riding you are planning on doing, this is leisurely to me, not a club group ride machine if you are so inclined.
And size, if it does not fit, move along.
