Using what tool? A multi-tool or possibly even a hex L-wrench may not apply enough torque. I use a 1/4 inch drive torque wrench and a hex driver bit, and use the tool pictured above to keep the nuts from turning, and it takes a surprising amount of force (I am not at home to look up the torque spec). As mentioned above, properly-torqued fasteners shouldn't come loose.

Instead of Loctite, perhaps this would be a good application for "Vibra-TITE VC-3 Threadmate" http://www.vibra-tite.com/product-it...bra-tite-vc-3/
It does not dry hard like Loctite so it may be easier to undo the bolts when needed.
