Yes, that's the shoulder. Quality rings fit it very tightly (almost seem to snap into place). If there's wiggle room between the ring and the shoulder, then it might as well not be there since it isn't doing anything.
The rings are tight but don't snap into place, there is very little lateral movement and no wiggle room vertically.
