Weird, vintage, cool, adjustable length kid's bike. Need help identifying it.

I found this thing at a flea market. It can be taken in half, and the length of the bike is adjustable. It is small, certainly a kids bike. The handle bars do not raise. I let a kid ride it who was about 4'6" or so and it fit him very well. It has a Union generator on the rear wheel that powered the now busted up headlight. The front brake lever is a Weinman, and the calipers are Royal. It is a single speed coaster brake, 16" wheels. The bell and the Royal front brakes sorta led me to believe that this bike could be a Royal Enfield bike, though I can't find a bike like it online even after many searches. The badges are gone, and I can find no numbers on it...

Can anyone tell me what it is? I am trying to figure out if it is worth restoring, or if I should just put some taller sting ray type of bars on it and ride it as is. The seat goes up really high, but the front end is not adjustable, weird...
