Cool find. Thanks for posting that. Basically this sizing is very similar to modern day comfort bikes...only latter with greater stand over for same frame height (head tube) due to sloping top tube. Also, this sizing is what Grant Peterson espouses who sells Rivendell bikes which have a cult following for many that don't race. My view is ride every combination of geometry and ride the geometry you like the best.
Looks like Raleigh aimed for a short seat post (seat pin UK). I am off the chart in height there but would not ride a bike larger than 63 ~ 64 cm C-T, my vintage bikes are 62 cm C-T and they feel great with a classic Italian amount of seat post exposed.
