C'mon, guys, it's not that huge. I'm barely 6' with my sneakers on and most of my bikes are that size, and with about that much seatpost showing, too. Some people just have longish legs, and like to get a full stroke in.
Whenever I ride a bike that's theoretically 'my' size (58cm) I've got to jack the seatpost and stem, and it still feels cramped (but racy!).
