Of course it is. Not a good example to emulate? It's doesn't seem outrageous, saddle a few inches above bars, as typical on a frame with classic geometry. It's aggressive, sure but not as aggressively fit as some of the modern guys. See Tom Boonen, at the extreme end of modern fit parameters. Lots of knee/elbow overlap. Even without such a flat back and this much drop, knees nearing elbows still doesn't sound uncommon, or indicative of a too small frame.
