Doesn't look like a chip to me - looks more like chemical erosion. Personally I'd replace the rim if I was riding the bike regularly. Next best choice would be Plastic Steel blended with a file afterwards. It'll just bridge the gap and let the brake pad glide over without grabbing the edges. Braking itself should be unaffected.
