Your OP question seems to go towards changing motorist behavior. Since the motorist repeatedly said she was sorry, I think she learned her lesson. Save your anger for the motorist the hit you and then blame you for the collision.
I mean, I got knocked down, got cuts and bruises and my bar tape got ripped. Not nearly deadly and it could've been a lot worse- but, I don't know what kind of accident you have in mind that an officer wouldn't want to be "bothered" by it, I'm pretty sure it's their job to be deal with it, even if there are no injuries. I'm the one that didn't want to be bothered by it haha.
