Depends on the distance and how fast you want to cover that distance. If speed/efficiency isn't a top priority, it doesn't really matter if the fork locks out or not. Just make sure that the frame is undamaged and it is a proper fit- a size up or down can be tweaked, but any bigger differences in sizing would be unwise.
