When I lived in Siena, the streets we car free inside the city walls except for a few bus routes. I don't know if they were actually banned, or if the tiny streets and high foot traffic made it impractical. Anyway, I loved living there. 20 min was all you needed to get from the south gates to the north gates at a brisk walk.
