I suspect that this is a DIY item made from a standard tube. You should be able to make one with some good quality vulcanizing cement or strong glue and a pair of scissors.
OTOH, most punctures are easily patched on the road with self-adhesive patches (glueless) and this might be a better solution to get you home, where you can make a more permanent repair if you wish. (some people leave glueless patches on forever with no issues, others feel that they're better off with a normal patch.
