And no.

Best way to figure out if you're getting better on flats or climbs is to try there. But few metrics a more meaningless than average speed. There are a zillion threads on that topic here. And don't sweat your heart rate. If it is bugging you, get checked out by a doc to make sure nothing is wrong.
