Looks like a stripped down R400 type frame, whatever basic frame. I don't recall the frame ever having a fork like that which means the original fork probably broke which means the bike was crashed hard early on. It may have come bare but I don't remember. It'll be in the catalogs if it did.
It's a "road" frame - the crit frames had a fat down tube, the "road" frames had a narrow one that was basically the same size as the top tube. I had both at some point. I don't have a picture of the road frame handy. I don't remember the 2.8 coming in a non-cone shaped downtube so it may be a 3.0. The crit style frame has a much wider down tube:
Definitely a mutt bike. Basically someone got a bunch of parts from the "junk/take-off bin" in a bike shop (or similar), assembled them, and made a bike.
