No, a person's fit is not set in stone. Lots of things can change it including, but not limted to ... an injury, weight gain or weight loss, increased flexibility or decreased flexibility, increased fitness or decreased fitness.
I got my bicycles all nicely set up quite a few years ago ... then I burned my left foot to the bone, and was off the bicycle for about 3 months (this was back in 2001). During that time I was also off walking and when I started walking again, I picked up a significant limp. So then I had to go to physio to relearn to walk. When I got back on the bicycle again, I had to make all sorts of adjustments.
