If it's to mute road buzz and harsher bumps, go for good quality tires and tubes, probably 25mm width and lower your pressure. If you weigh 145 pounds and are running 100+ psi in your tires, that is too high. I am 135 pounds right now and run about 80/90 psi in 23mm tires front/rear and that is probably a little too far on the high side.

If I just had $1500 to throw away on new wheels, I'd get another set of Fulcrum Racing Zero or Campagnolo Shamal. They just feel so easy to accelerate to me, great for when the attacks start on the competitive group ride. I would consider Hed Ardennes just to try something different.
