Sierra Madre is a nice town, and I've enjoyed many an Espresso at Bean Town. But the officer we had the pleasure of dealing with wasn't exactly courteous. The Montrose riders (or "The Peloton" as the group I ride with calls them) probably don't get pulled over and cited. Instead, casual recreational cyclists take the fall because the city got mad at the Peloton blowing the one busy intersection in town? To me that's a crooked excuse to generate revenue.
Guys in the Montrose Ride get popped by the popo. I've seen it happen a few times.
The police there are not doing it to generate revenue.
They are responding to taxpayer complaints and stepping up enforcement.
Sounds like they are being jerks in some cases, and I definitely think your friend is collateral damage from the extra scrutiny.
Ticket for not dabbing is stupid. Even a Montrose Police officer stated rolling through is okay as long as you slow and give right of way.
(rolling stops are considered safer and legal in some areas- but that's a different topic)
But they are not targeting one group. They are targeting any moving vehicle that doesn't obey the signs.
They pop cars too.
