On my race wheels, yes. I carry a spare tubular. It has glue on it and it's a matter of prying off the old one and putting the spare on. The glue in the rim bed plus the glue on the tire basetape plus the air pressure is sufficient to hold the tire to the rim, sufficient enough to get home. Hope to never have to change a tubular on the side of the road, but according to venerable roadie wisdom, it's just as fast if not faster than fixing a clincher.
