To clarify: Just because the seller does not collect sales tax, doesn't mean that there is no tax to be paid by the purchaser. In Oklahoma, a resident is obligated to report "Internet, mail order, or other out-of-state purchases" on his/her state income tax return and pay a "use" tax on those purchases.
