Wow - are you serious? Adding a fork does not make it any safer, so why ask if it would still be too dangerous? I would not consider riding that frame. Aside from the safety the handling would be compromised due to reduced head angle, and because of the type of bend in the lower tube it's likely the head tube and seat tube are no longer in line as you look from front to back.
