You can get Khamsin clinchers for $170 and Sciroccos for $280. They have rim tape from the factory and are both very decent sets of wheels.

I put 4000 miles on the 2012 (pre-35) Scirocco CX wheels using 28mm tires and never had any spoke tension problems. I sold them on eBay and ended up building a new wheelset. They were great for what they were, especially at that price point.
