First ensure that the derailleur cage is parallel to the chainrings. See if you can shift to the large ring if you move the derailleur out by hand. If it will not move far enough that way the cable will not be able to do it either. If it will not move far enough, look and see what is keeping it from moving farther. There is usually a little nub which the high limit screw engages. A bit of judicious filing may remove enough metal to allow the cage to swing out far enough. I have successfully done this in the past, not with your particular derailleur.
