Looks like an old Huret belt-driven odometer on the front. I had one of those on my IV for years. I hoped to "turn it over", but alas, it got replaced by an electronic "bicycle computer" before that happened. It seems odd that the original bar tape was...tape. My IV, and I thought all TS bikes, came with foam rubber Grab-ons. Maybe it was year-dependant (mine is an '83). I still use Grab-ons, BTW. I've had to replace them four times in nearly 30 years, but they're still made.
