Dont assume that home depot and lowes are against bike parking. They probably have just never thought about it. It may take more than 1 email to get some movement on the issue, but im willng to bet a little persistence and a good strategy will pay off.
Considering the amount of money some grocery stores will spend to get one new customer, you might be on to something useful. Email your store manager. A couple of squeaky wheels will go a long way and get some grease!
