Seems like my options are grim.
Not sure if I'm missing something in your post but depending on just where you're going you may be able to do primitive camping without worrying about attention from the law. IIRC the law in PA state forests is that primitive camping without a permit is allowed as long as you only stay one night in any spot (I don't recall the rules specifying how far you have to move to count as a "different spot", so I guess in theory you could break camp and then make camp again the following evening but with your tent moved a couple of feet), if the rules in NJ are similar you might be able to find a place a little off the beaten tracks where you can camp easily enough away from all the tourists.
