I'm not familiar with those brake levers, but your best bet might be Ebay if you're intent on finding the correct hoods. There is also a for sale sub-forum here, which you may have found already. A company called Cane Creek makes some aftermarket hoods, but they tend to focus on the very common models of brake levers. To help you identify exactly what model of brake levers you have, if you don't know already, try velobase.com.
Any bike shop or fellow bike enthusiast should be able to help you out with a valve stem cap. Speaking of which, where in Illinois? I'm currently "passing through" the southwest burbs of Chi.
