Thanks guys! I took a look at the tourist bars, and ended up ordering a set for $22! I'll throw them on, and maybe the rest of the build will come to me then.

I kinda like the idea of a rear fender with a pannier attached to it, (like these http://www.bikequarterly.com/images/Singercityfull.jpg), although with the lack of eyelets I'd have to use dorky adapter clamps and and/or seatpost binder mount. Does anyone have any ideas on this one?
