I inquired about hiker / biker policy at a WV State Park. The attendant told me WV does not have one (or so he said). I said so you just turn people away? He said well, just be here after I am gone and before I get here in the morning and their won't be a problem. So I would imagine other campsites have such unwritten polices too.
