Sure. Get one of those dirt cheap department store "road bikes" with a split drop bar. Remove bar, discard the rest. Put bar on own bike. Put a MTB hydro brake lever where you'd find an interrupter brake. You might need to ream the clamp out a bit. Then mount your brifter(might need shimming) and continue as usual.
