Good quality hubs. Good quality tubular rims. Both will make for a good quality wheel set. But you need to understand, unless you already do, that tubulars are not for non-enthusiasts! Tubulars are expensive to run, a pain in the butt to repair and time/knowledge consuming to install properly. However...
If it is best quality possible, ride quality that you seek, get a set of tubular wheels, glue on a set of good quality tubular tires and then experience the improvement in ride quality. The difference, on some bikes, is astounding.
But, for a first timer, you might want to understand that the tubular wheel is not for everyone or every riding condition. My opinion, of course.
