If you don't do everything through amazon prime the shipping will put you over your budget already and what have you got? A bike whose only good component is the crankset/bottom bracket.
If you don't have things like a lockring tool and a chainwhip those should go into your budget as well.

Buy a complete bike like the Windsor the Hour or Kilo TT. Get yourself a nice saddle, good pedals and tools and learn to service it. You'll be much happier.
