Bike Fit Adjustments

After a couple weeks of trying to get comfortable on my bike, i think im not as comfortable as i should be. My first problem is that i still feel too much weight in my triceps. Especially on trails where im forced to ride the whole time (no stoplights). I can probably ride on the hoods for a couple minutes before my arms strart burning, and im forced to change positions or stand. The burnout is much more rapid at very high cadence, compared to being in a lower cadence and going faster(17-20 mph). I also feel cramped on the climbs, when i move my hands to the bars i feel like i want to place them forward,as if i were riding on a time trial bike. What adjustments should i give to my LBS? Also i feel like my seat is uncomfortable. I cannot sit for long durations because of constant rash,forcing me to stand every so often when it starts to hurt lol. Could you recommend a comfy seat as well? Im 200 lbs but i dont think im out of shape. Thanks here is my bikes exact specs : Medium frame size http://montgomerycyclery.com/product...2-175167-1.htm
