Good, I was pretty sure that I was not that far off.

As to the design, here is the rack.

My thought is to bend the strap into a U shape that attaches to the 4 threaded eyelets on the side of the rack with the curve of the U towards the front. I'll drill a hole for the light in the center of the curve to mount the light.

That will center the light over the tire at about the height of the fork crown bolt - which is where the light
