There's like a half dozen that are either in the process of coming back online or going offline for PM. Local media ran a story about the Holly refinery in Tulsa that needs to go offline for PM and prices at the pump jumped roughly 50 cents in about as many hours.
Do a search on reserve refinery capacity, there isn't much if any in the US. I have some friends that work at refineries and IIRC there has not been a new one built in many years, demand increases but the ability to meet that demand doesn't.
