Bikes: Mostly low-income, poorly maintained broken ones

Cannot ID year or value of old Peugeot 28" bike

After 20 years in the same place we must move, and i want to sell an old Peugeot bicycle a friend gave us a few years ago from a friend of theirs. He said he won many races with it. I do not know much vintage bikes, and have Googled looking for info on dating Peugeots but it seems it is hard to be precise with these bikes, and i have not found any serial numbers that could date it per decade. It is missing the headbadge, but i can provide the following info:

It says "Stronglight" and Spidel on the nut on the top of the head tube.

Handlebar says "Dallas" on l. side and "Fiamme" Italy on the R. side

Brake levers say "Modolo" Speed

The brakes are stamped as Weinmann type 810 (or maybe 870) Back states "Made in West Germany."

Rim is stamped Shimano with a 0 under the name on the front, and a F O under the name on the rear. Quick release say Suntour.

Scott/Mathauser salmon pads

The tire says Trek Tach 3 700 x 25c (28"?)

The crank says Peugeot with some sort of logo after it, and the seat also says Peugeot.

Front derailleur says "Suntour BL"

Pedals say "Brevete AFA"

Rear derailleur says "Suntour VA" and ENT on another part.

The bike was been used years ago, and needs paint but i saw no rust on the frame, and the lugs have been painted black, apparently to keep them from rusting.

If anyone has a clue as to when this was made, and what model it is and what it might be worth, that would be appreciated. The bike is a whole lot lighter than my old mountain bike!.
