You don't get to decide this. Free speech is free speech. Swearing at a police officer, mayor, or potus is protected speech.
My suspicion is that this cop new exactly who the videographer was and did not want to arrest him for interference because he is on the local, please for the love of dog, do not arrest this dude again list.
It's not me deciding anything. It's the facts showing for themselves: "OH! OH! He's on the sidewalk! I don't stand for this ****!"
Yeah, that's not a protest. That's a person, being a ******, and looking for a confrontation.
My suspicion is the cop knew the guy, didn't care about him, and gave the cyclist two warnings, and finally a citation.
Lesson here kids? If you're going to go and spot check cops, don't break the law while doing it.
