In this case the citizen was standing about 7-10 feet away from the officer when he was talking to him. If I was the officer I would have done one of two things......I would have either completely ignored him OR....I would have engaged him in conversation and explained why I felt it was important for me to be in the specific position (on the curb) to properly target speeding motorists. I know for a fact that the person video taping is capable of having respectful conversations with police. However, this particular officer might have felt "busted" because he has a past of ticketing cyclists for minor and pretty offenses which include riding bicycles on a sidewalk.
