On a road bike in the drops, all else equal, it may take 210 watt to go 20 mph up 0.5% hill, but only 140 watt to go 20 mph down the same 0.5% hill. 0.5% is barely perceptible to the eye but enough to make it is impossible to maintain constant speed or constant power. I tried this on the flattest road near my house, didn't work out too well.
