This was my problem getting into college. I had a decent SAT score (I think like 1250?) but my GPA for high school was like 2.7. I went to a college prep catholic school that enjoyed bringing me to the edge of death and slaughtering my soul even though I did like 14 gazillion hours of homework everyday.
I ended up not getting accepted into any the in state schools (South Carolina or Clemson) because of my GPA. I did however get accepted to Purdue for Mechanical Engineering (father alumni probably helped), as well as Arizona State (where I ended up going).
I had the same issue with law school. It didn't help that I had semesters from undergrad with a 1.0 or something stupid like that. But I found a school that worked, out in the square states with in-state tuition after the first year and low cost of living (go Hawks), loved it, rocked it, came back to the island of misfit toys and toiled for the masters of the universe for a while, now I've got a great job/career (albiet as a lawyer) and can debate whether to buy the Enve 6.7s, the 3.4s or both.
Long story short Homebrew, is that in my case it took time to figure out that fat drunk and stupid is no way to go through life. (My Uncle Sam had a little something to say about it.) I'm sure that's not your daughter's issue, and she will catch on somewhere and then realize that if sooner or later you don't prove to others that you can hang, eventually you will run out of chances to do so.
Real world advice, my parents did this with my sister, talk to the guidance counselor at school, and consider an outside "consultant." There are so many colleges out there that you may need a professional to help sort them out. If you rely on people around here, you might not think that there are schools between the mississippi and the left coast.
