Yes, you'll need decent soap to get the oil off afterward.
If you're working at home, pretreat your hands with the stuff auto mechanic use and stuff will wash off more easily.
With practice, you can mount tubulars wearing white cotton gloves and not get a drop on them, or the rim.
I also use vegetable oil for such things as washing oil based paint and other nasties off my hands.
For gluing, I put a scrap of plastic bag over 1 fingertip and use that finger to spread the glue.
