Back wheel spindle is much lomger than rear fork width, help needed.

I have just fitted some new wheels to an old British frame. The rear wheel is a flipflop wheel with overall spindle width of 170mm, the rear forks are 120mm.
The threaded part of the spindle is 25mm, the dropouts are 4mm thick, and the wheel nut is 10mm. So when the wheelnuts are tightened there is approx 10mm of thread outside the nut.
Is this normal?
