This made me think of my Surly Disc Trucker, whose frame is made in same factory as the Vaya. I did not see a CWI stamp on fork, instead mine was stamped Tange. Tange made great bike forks since the early 80s, but I read they went bankrupt perhaps 5 years ago.

Search did lead to this Surly Pugsley fork recall. Evidently the CPSC starts a recall over a single report of a bent fork, which to my mind doesn't constitute a trend or even significant safety risk. They've probably sold thousands of Pugsleys: 999 good forks, 1 bad fork = recall. Must be more to the story than they are saying.
