The wheel and tyre runs true but it is offset from the center of the forks. Its about 7mm from the center of the brake fixing hole to the center of the tyre.
Either your fork is bent or your wheel needs to be re-dished.
Flip the wheel around - if it's off to the same side, your fork is bent. If it's off to the opposite side, your wheel needs some work.
