I may be seeing things that you can't due to the blue star, but try this to make a poll:

1. Go to the first post in the thread.
2. Locate the time stamp just above your name.
3. Just above the dark blue ribbon the time stamp appears will be a light blue one- scroll to the right and you should see some options/tools (first should be 'View First Unread').
4. Select the one that says 'Thread Tools' and that will produce a drop down menu.
5. Select 'Add a Poll to this thread'
