I wondered the same thing here.
Edit: based on Amazon reviews (of the Rescue Tape brand, which I think is the same stuff), it looks like it will adhere to most anything. Although I suspect better to the bar itself than to porous bar tape, but should be plenty to do the trick.

Even if it doesn't adhere to other stuff well (and based on the Amazon reading, I think it does), I would definitely use the self-fusing tape for securing cable housing to the bar underneath the bar tape.

I've always used the 3m electrical tape for these applications and dislike the residue it leaves (although it is much better, IME, than generic electrical tapes I've used)
